Training course on the Integrated Distribution Framework for staff of the Madagascar Electricity Regulation Office (ORE)

This is a training course given in French to staff of the Madagascar Electricity Regulation Office (ORE) to familiarize them with the Integrated Distribution Framework (IDF) designed by Ignacio Perez Arriaga and his team to promote and enable universal access to electricity. This course is part of a larger project "PERER III Appui à L'Électrification Rurale à Madagascar" sponsored and financed by GIZ (German Cooperation Agency) and GFA Consulting Group. The content of the course is divided into two blocks. The first block reviews the basic principles of Monopoly Regulation, Market Regulation, Transmission Regulation, Grid-connected Distribution Regulation, Off-grid Distribution Regulation and Tariff Design, always referring to electricity systems. The second block focuses on the Integrated Distribution Framework, in which the technical, social, economic, financial and business model fundamentals on which it is based are reviewed.


Layman's summary: Universal access to electricity is a major challenge in many countries. This course aims to familiarize the staff of the Office of Electricity Regulation (ORE) of Madagascar with the Integrated Distribution Framework, a conceptual framework designed by Ignacio Perez Arriaga to promote and enable universal access to electricity.
